A certified user here is a user who can create group codes, add participants and send out surveys links over email to those participants. They can however not create new certified user accounts or see results from one another's surveys. A super-administrator is the equivalent of a systems operators super user, i.e. s/he can create certified user accounts (as you are about to do now), as well as access all results from all users.
